If you don't believe in The Stick...
If you do not believe in:
1. Mass Incarceration.
2. Arresting your way out of crime.
3. Arresting Non-Violent...Yet, Offenders.
4. Corporal Punishment (e.g. spankings)
5. The Death Penalty.
Then you don't believe in, The Stick.

And if you don't believe in The Stick, then all you have left are Social Carrots, e.g. Welfare, Food Stamps, Rehab & Re-entry Programs, Plea Bargains, Affordable Housing & Child Care, Lack of Discipline in Public Schools, and More Free Stuff.

And if you all you have left is Carrots, then you must have an Unlimited Amount of Carrots. e.g. Commit a crime, receive a Carrot. Keep committing crimes, Keep receiving even more Carrots.

Hence, why should the criminal change his/her behavior if you keep giving them Carrots for this bad decisions and misdeeds?

Furthermore, if you don't believe in The Stick, then you must have an unlimited supply of Money. And if you believe that, then you must also believe that Money must grows on Trees to support the Unlimited supply of Carrots.

But of course you don't have an unlimited supply of money, so then you have everyone pointing fingers at everyone else, and The Laws are just a bunch of words on a piece of paper.

In other words, you have a Paper Tiger (Vietnam War) Justice System.
